Both the content of the Sectoral Agreement (“Offshore Sector Deal”) and the model of cooperation within the Coordination Council and the working groups should respond to the needs of the sector and be adapted to the current market situation as well as the applicable legislation, wrote the Ministry of Climate and Environment in a press release from the last meeting of the council, reports PAP Business.
“Some of the provisions of the Covenant in the course of the last nearly three years have become outdated due to the crisis caused by Russia’s aggression against Ukraine, political decisions taken, changes in existing regulations or the market situation. I consider it necessary to adapt the Covenant to the new challenges and expectations of the energy transition. The role of the Coordination Council should be strengthened so that it is a concerted and strong voice of the offshore wind sector in Poland,” – Deputy Climate Minister Miłosz Motyka, quoted in the ministry’s information, said.
He added that the Ministry of the Environment has completed public consultations of the draft regulation on the model of reports on the implementation of the supply chain plan for materials and services needed for the construction of offshore wind farms.
In addition, the ministry is working on legislative changes that, among other things, implement investors’ demands to streamline the construction of offshore wind farms, also by speeding up certain procedures.
The sectoral agreement for the development of offshore wind energy in Poland was signed on 15 September 2021. Participants include representatives of ministries, local governments, universities, as well as more than 100 companies (investors and suppliers) and industry representatives (PWEA, PIMEW).
The aim of the agreement is to support the development of the sector in Poland and to maximise the so-called local content, i.e. the participation of Polish entrepreneurs in the supply chain for offshore wind farms being built in the Polish economic zone in the Baltic Sea.
The coordination of activities aimed at implementing the agreement is handled by the Coordination Council for Offshore Wind Energy.
