The Regulation of the Polish Minister of Climate and Environment on the model of reports on the implementation of the material and service supply chain plan (Journal of Laws, item 1255) was published on 20 August 2024. The regulation will enter into force on 4 September 2024.

The Regulation implements the authorisation contained in Article 43(4) of the Act of 17 December 2020 on the promotion of electricity generation in offshore wind farms (Journal of Laws 2024, item 182) and replaces the Regulation of the Minister of Climate and Environment of 15 December 2021 (Journal of Laws item 2385).

The Regulation sets out a model report that enables the demonstration of the degree of implementation of the assumptions set out in the materials and services supply chain plan, during the period covered by the report. On the basis of the reports in question, it will be possible to demonstrate the degree of progress in the implementation of the assumptions set out in the material and service supply chain plans. This will allow the administration to more effectively observe the activities of manufacturers and then programme policies aimed at increasing the participation of Polish companies in procurement of services and supplies for offshore wind energy. This continues the efforts to increase the so-called local content. In addition, the need for reporting is intended to have the effect of a generator’s continued involvement in the national market throughout the investment period.
