The Consumer Protection and Technical Regulatory Authority (CPTRA) has announced plans to initiate the superficies license procedure for an offshore wind farm in the Saare 7 area. Located approximately 11 kilometers west of Saaremaa, this site has been identified as suitable for wind energy development under Estonia’s maritime spatial plan.
Details of the Proposed Project
An application submitted by Sunly Wind OÜ on July 15, 2021, and revised on September 2, 2024, outlines plans for 46 wind turbines, a substation, and submarine cables in the Saare 7 area. Key specifications include:
Turbine Characteristics: Heights of up to 165 meters above sea level and rotor diameters of up to 264 meters.
Power Generation: Each turbine will have a capacity of up to 15 MW, contributing to a total wind farm capacity of 552 MW.
Encumbered Area: The project will span approximately 158.9 square kilometers.
Call for Competing Applications
The CPTRA invites interested parties to submit competing applications for the Saare 7 area by March 18, 2025, at 11:59 PM. Applications will undergo a conformity assessment as per subsection 2 of § 1139 of the Building Code. If multiple submissions meet the required criteria, an auction will be organized, allowing qualified applicants to compete for the license. The superficies license procedure will then proceed based on the winning application.
Environmental Review and Final Planning
Before construction can begin, an Environmental Impact Assessment (EIA) will be conducted. This process will determine the exact number of turbines, their specifications, and the total capacity of the wind farm.
